My daughter and her friend is planning to visit Cape Town in DEC. Can anybody recommend a safe and affordable place to stay close to town

Price range for "affordable" is relative...
...especially in December! (Super Prime Time)
It may be much cheaper to reside out in the suburbs along the Fish Hoek train line and go in by train when required.
