Okay, I'll try...

Firstly, if I'm not mistaken, the man in the photo is in fact not a "spietkop" but a Police Officer. Like a Star @ heaven

And in that case I would guess that it would have something to do with the delineation/outlining of a crime/accident scene??? What a Face
